2. Bid Proposal Submission
□ Bidding Method : Open Competitive Bidding
□ Contract Method : Contract Based on Negotiation (Korea law of Contract with the Nation Article 43)
1) Evaluation Standard : Proposal (90 points, Qualitative evaluation), Cost Plan (10 points, Quantitative evaluation)
□ Proposal, cost plan and all requested documents submitted within the deadline without any omissions will only be considered as a valid bid entry
□ Requested Documents : Qualitative evaluation documents and Quantitative evaluation documents
* KCC may request submission of additional documents for evaluation purposes.

3. Bid Qualifications
□ Bidder must be legally registered service provider by the local government and should submit the proving documents
* The contract can be terminated anytime if the documents submitted, and any information contained therein have been proven to be falsified
□ Bidder must present the business permit categorized as an event (performance, exhibition, festival, seminar etc.) agency, organizer or related services
□ Bidder should have conducted a business of similar nature with either local government or public institutions, or a private company within the last 3 years (January 1, 2022 ~ December 31, 2024)
* Only the performance history with the proving document (Certificate of Performance) will be recognized
* KCC will determine whether the performance history will be recognized or not
□ Joint supply and demand is prohibited
□ Bidder must submit all requirements strictly on time (March 28 by 17:00) and all the proposals submitted after the deadline will be considered as invalid entry
□ Bid applications which are not qualified with above conditions will be considered as invalid entry

* All required documents must be submitted in three (3) PDF/PPT file (1. Bid Application Document (PDF), 2. Soft Copy of Original Proposal (PDF), 3. Soft Copy of PowerPoint Presentation (PPT)) with the same sequence or order in the table above
5. Selection of Preferred Bidder
□ Following the Korean law of Contract with the Nation as a Party
□ Proposals will be evaluated at the evaluation committee after the presentation
□ The ranking for negotiation will be determined in order of combined scores of both qualitative and quantitative evaluations
* Preferred bidder must receive more than 85% of allocation limit from the qualitative evaluation
* If there are two or more bidders with the same combined evaluation score, the bidder with the high qualitative evaluation score will be priority, and if the qualitative evaluation score is same, the bidder with the high quantitative evaluation score will be the priority
□ Negotiations are made according to the determined negotiation ranking, and if negotiations are established, negotiations are not conducted with other qualified negotiators
6. Bid Evaluation Committee
□ Date and Venue : April 3 (Thursday), 2025, Korean Cultural Center (TBC)
□ Presentation Method : English PowerPoint presentation
□ Presentation Duration : 15 minutes per bidder and 10 minutes of Q&A
□ Presentation Order : In order of the receiving of proposals
* Bidder must bring five (5) printed copies of original proposals for the evaluation committee members
* Presenter must be included on the participating personnel status
* Presenter must be on time and absence, or late arrival is considered as abandonment of the bid participation
* Specific date of evaluation committee is subject to change, and it will be announced individually
7. Payment of Bid Bond
□ Bidder must submit the KCC the ‘Memorandum for Payment of Bid Bond’ with 5/100 of bidding amount
* Actual payment of bid bond is exempted following the Korean law of Contract with the Nation as Party Article 37, Paragraph 3, Item 6, however, if the preferred bidder loses the qualification to bid due to the false information in the submitted proposal, or if the preferred bidder fails to sign the contract within a prescribed period without any logical reasons, the bid bond must be paid to the KCC based on the signed ‘Memorandum for Payment of Bid Bond’
□ If preferred bidder fails to sign the contract within the prescribed period without any logical reasons, written bid bond amount on the signed Memorandum for Payment of Bid Bond must be paid to the KCC under the article 38 of Korean law of Contract with the Nation as Party
8. Invalidity of Bid
□ When the representative & company name of the bid application and representative & company name of the business permit is different
□ When two or more bid applications were submitted by the same person
□ When bidder failed to submit the DTI Permit, SEC Certification and/or Business Permit and tax clearance certificate
□ When bidder failed to submit the proposals and all required documents within the given deadline
□ When preferred bidder failed to sign the contract within the given business days
□ When the required and additionally requested documents weren’t submitted within the given deadline
□ Bidder with false documents or false facts
9. Important Reminder
□ Bidder must review the bid announcement and request for proposal thoroughly, and the bidder is responsible for any disadvantage of not acquainting them
□ Submitted documents won’t be returned, and any cost caused to join the bid is shouldered by the bidder
□ KCC can request additional documents to the bidder and submitted documents will have the same effect as the proposal
□ Bidder should check by themselves the accuracy of the information presented
□ Proposal can’t be changed upon submission, and it will be basis of the evaluation
□ Once the submitted documents are found to be false or exaggerated, KCC can exclude the bidder from the evaluation, break the contract and the bidder will be restricted to join the bid for next year
□ When the bid or contract becomes invalid due to the preferred bidder’s fault, promised bid bond must be directly paid to KCC, and it shall belong to the Korean government
□ In case of failure in bidding, re-announcement will be made in KCC website
